    Title 5 of the United States Code, Section 6103 (5 U.S.C. § 6103) - Holidays

  3. In addition to the holidays prescribed by the aforementioned law, Federal employees may, in certain years, be granted additional time off before or after Christmas through a Presidential Executive Order.

When a holiday falls on a Sunday, it is observed on the following Monday. When a holiday falls on a Saturday, it is observed on the preceding Friday.
